Deepfake Dissemination Strategy: From Seeding to Algorithmic Saturation

In deepfake-driven cognitive warfare, dissemination of the synthetic media is a critical part of the process. A typical deepfake dissemination strategy, regardless of whether it is in a military context or not, such as with a fraud attack, will leverage the natural purpose of social media – to push engaging content to as large an audience as possible.

After looking at the archive of deepfake videos we analyzed for our report – The Role of Deepfakes in Cognitive Warfare,  we now understand more about what the cognitive payload of this type of attack is, as well as why the attack is carried out. Now we need to understand the how. These deepfake videos need to be distributed to a broad audience to be effective. In the NATO doctrine, this is known as dissemination.

How does the Narrative Kill Chain impact the targets? What makes industrialized deepfake generation actually a cognitive warfare weapon?

As with any other military operation, logistics plays a crucial role. Once deepfakes are produced, they need to be delivered to a specific environment to be launched against the targets.

Deepfake Video Dissemination Architecture

If we remember the 1940s, the Cold War, and go back even further, disinformation dissemination has always leveraged the same channels – newspapers, leaflets, posters, radio, even the propaganda banknotes common on both sides of the Iron Curtain.

Ultimately, the aim was to influence the population to carry on the dissemination by word of mouth – the original ‘viral’ media.

The strategic significance of AI-generated videos in hybrid warfare is not only in their production, but in their dissemination. And the effectiveness of these assets is inseparable from the digital ecosystems in which they circulate.

In the 21st century, when close to 100% of any population has a digital device in their hand, social media networks, video platforms and messaging apps are the obvious choices.

Deepfake-enabled narratives are typically introduced through high-velocity social platforms such as TikTok or Telegram, where short-form, emotionally charged content is structurally advantaged by algorithmic ranking systems. From these initial seed nodes, videos migrate across adjacent ecosystems—X (Twitter), YouTube Shorts, Facebook, WhatsApp, and other repost networks, benefiting from recommendation engines optimized for engagement rather than verification.

In effect, this phase is actually a business logic attack – leveraging the algorithmic engine of social media to be used in the way it was intended – the more ‘likes’, comments, and engagement a piece of media gets, the more it is exposed to other lookalike members of the same and adjacent audiences, eventually creating a snowball effect.

The use of social media networks as a dissemination method also serves an additional purpose here, in answering the question of how a single narrative architecture can simultaneously affect three distinct targets: Ukrainian troops, Ukrainian civilians, and Western public opinion, without requiring separate, tightly controlled operations.

The answer is that all three target groups increasingly coexist within the same online ecosystems: global social media platforms, some with users in the billions, governed by algorithmic distribution models optimized for engagement rather than audience separation. In this context, hybrid warfare does not require strict segmentation of audiences. Instead, it exploits the fact that proximity, similarity, and interaction patterns collapse traditional boundaries between populations.

This dissemination model does not depend on precise demographic targeting. Instead, it exploits three structural characteristics of contemporary social media environments.

Exploiting Structural Characteristics of Social Media

In this environment, dissemination becomes semi-autonomous. Once seeded, a narrative does not require continuous centralized orchestration. It propagates organically through clustering mechanisms and audience similarity models, adapting dynamically to
engagement signals.

What appears as spontaneous virality is in fact the predictable outcome of platform infrastructures designed to maximize retention and attention. As you can see from the examples shown, a single deepfake shared from a single account can easily reach tens of thousands of viewers.

Our analysis demonstrates that this architecture allows a single narrative kill chain to reach multiple targets simultaneously, with total audience numbers regularly reaching the multimillions.

As video categories circulate across shared digital terrain, they interact differently with civilians, troops, and external observers—yet they originate from the same operational nucleus.

Dissemination is therefore not merely about scale; it is about synchronized cognitive exposure across converging populations.

The strategic implication is structural: deepfake-enabled hybrid warfare succeeds not because every viewer believes the content, but because modern digital systems allow narratives to saturate shared information environments rapidly, persistently, and across audience boundaries.

In such a landscape, influence becomes less about persuasion and more about exposure density, repetition, and cumulative cognitive friction until critical thinking is fatigued.

In this single, and only partial, example, this media was shared tens of thousands of times across several platforms and received tens of thousands of engagements and comments, before being amplified further across news sites and blogs.

In this respect, deepfake-enabled hybrid warfare succeeds not because operators perfectly target audiences, but because modern social platforms collapse audiences into a shared cognitive space where narratives self-propagate, self-adapt, and self-amplify.

Occasionally, a fourth stage is activated, where a deepfake dissemination cycle is embedded into the operational plan of a cyber attack or missile salvo, with the aim of creating confusion and sowing misinformation as the event enters the public discourse.
